Is cleaning necessary before applying disinfectants?

Yes. Any surface, instrument must be clean. Though all disinfectants are cleaner cum disinfectants. But cleaner is the surface better is the disinfection.
What precaution is required while handling disinfectants?

Normally while handling disinfectants using gloves and wearing 3 ply mask is sufficient. Unless manufacturers has advised specific instruction or special quality of mask.
